Bagong Extension Hall Building sa Lupang Arenda, Pina-Sinayaan

Lupang Arenda Extension Hall
Kamakailan ay pormal na pina-sinayaan ang bagong tayong Barangay Extension Hall sa lugar ng Lupang Arenda, Barangay Sta. Ana, Taytay, Rizal.

Kasabay ng flag ceremony ng mga empleyado at opisyales ng Pamahalaang Barangay na ginaganap tuwing unang Lunes ng buwan, pormal na binuksan ang naturang gusali sa pamamagitan ng isang Ribbon Cutting at Blessing Ceremony, sinundan ng solidarity messages ng mga kagawad at ni Punong Barangay Joselito Calderon.

Ang bagong gusali ay simbolo lamang ng taus-pusong paglilingkod ng Sangguniang Barangay ng Sta. Ana lalo na para sa mga taga-Lupang Arenda, partikular na sa pagbibigay ng basic services sa pamamagitan ng pagkakaroon ng tanggapan na malapit sa lugar ng bawat mamayan.  Ang gusaling mayroong limang (5) silid ay isa lamang patunay na ang bawat buwis na ibinibigay ng bawat mamayan ng barangay na ito ay naibabalik sa pamamagitan ng tapat na serbisyo na na-aayon sa pangangailangan ng ating ka-barangay.

Kasalukuyan, ang mga silid sa ibabang bahagi ng gusali ay kumakanlong sa dalawang mahahalagang opisina na gumaganap sa kanilang tungkulin para sa kapakanan ng taga-Lupang Arenda: ang Clerk Office at ang Barangay Informal Settlers Affairs Office o BISAO na siya ring Department of the Month para sa Buwan ng Marso 2013.  

Ang renovation ng Lupang Arenda Extension Hall ay simula lang ng mas marami pang proyektong pang-inprastraktura ng Pamahalaan Barangay.  Kamakailan lang ay binendisyunan ang bagong ayos na gusali sa Exodus Floodway, isang linggo lang ang lumipas ay sabay na pina-sinayaan din ang Purok Extension Hall ng Ilang-ilang at ang pagsasa-ayos ng isang gusali sa Barangay Hall Central.    Kasalukuyan ding tina-tapos ang pagsasa-ayos ng Purok Hall sa Purok 8 Bagong Pag-Asa sa Floodway.

Avelino delas Alas-Ex-village chief in vote-rich site shot dead, P0.3-M reward raised for gunman's capture


TAYTAY, Rizal – A lone gunman shot in the head a former barangay chairman of a lakeshore community known for yielding solid votes, and probers are eyeing the political angle, as the victim had recently joined the camp of the incumbent mayor.

Initial reports from the local police identified the casualty as 40-year old Avelino delas Alas, former chairman of Barangay Sta. Ana in this municipality east of Metro Manila.
Probers said he was supervising physical preparations for the feast of Sitio Lupang Arenda, when an unidentified man, armed with a .45 caliber hand gun, approached from behind and shot him once, hitting his nape. The suspect casually walked away and remains at large.

Village folk rushed the victim to the hospital but he was dead on arrival.

The victim had run for various local positions in the past, and recently reactivated his political work. Delas Alas, who lives in vote-rich Lupang Arenda, opted to join incumbent Mayor Joric Gacula’s group --- an angle that the police investigators are looking at.

Gacula denounced what he described as a senseless political killing and put up a P300,000 reward for the capture of the suspect.

Asked on who could have been behind the slaying, Gacula declined to comment but vowed to get to the bottom of it. “Politics should not be made a reason to have one person killed,” he added.

Delas Alas, also the president of the Lupang Arenda Homeowners Association, is known for delivering solid votes from the 80-hectare lakeshore relocation area inhabited by around 50,000 families who used to form part of squatter colonies from Metro Manila cities.

Taytay relocation site flooded for more than a year

A street in Barangay Sta. Ana, a relocation site in Taytay, Rizal, has been flooded for one year, earning the ire of its residents.
 

Since her family moved to Brgy. Sta. Ana, Taytay, Rizal, in November 2010, college student Rose Dianne Eola has had to wade through a flooded street just so she can get out of their block.

"Ilang buwan na po ang baha dito sa amin. Kahit po walang ulan ay hindi ito humuhupa. Kapag umuulan naman po ay lalong tumataas ang tubig at lumalagpas na sa gutter," she said in an e-mail to InterAksyon.
("Our street has been flooded for months. Even when it doesn't, the water still doesn't subside. When it does rain, the water rises even above the gutter.")
"Kung mataas po ang tubig, kinakailangan ko pa pong lumusong sa baha dahil lagpas na sa gutter ang tubig. May mga tricycle drivers po kasi na hindi nagaakyat sa tuyo at hinahayaang lumusong ang mga pasahero nila. Dahilan po nila ay hindi raw po maiakyat dahil po mataas ang gutter. Kaya po kahit nakasapatos ka, palulusungin ka pa rin po nila. Minsan po ay galit pa sila," she continued.
("When the water is high, I have to wade through the flood because it rises above the gutter. Some tricycle drivers refuse to bring their passengers to the dry pavement, and allow their passengers to wade through the flood. They say it's because they have difficulty maneuvering the tricycle because the gutter is high. Even when you're wearing shoes, they will still force you to wade through the flood. Sometimes they even get angry.")

Kids splash about in the water, no matter how dirty it might be.
Eola said moss had started to grow on the cemented pavements, making it slippery to walk on. Some residents have even gotten into accidents because of it. The students in the area, in particular, have a hard time getting to the nearby school.
Some drainages, according to Eola, are hazardously uncovered, the flood making them difficult to spot.
She also noted the dangers to the residents' health, with mosquitoes laying eggs and vermin leaving droppings in the water.
"Perwisyo po talaga ang baha dito sa amin," she said. ("This flood is really a hassle for us.")
Eola lives in Lupang Arenda, a 270-hectare settlement along the shore of the Laguna de Bay.

To purchase a sachet of shampoo or a bottle of softdrinks, residents have to brave through this water in Lupang Arenda.
According to a February press release by the Presidential Communications Operations Office, the strip of public land was appropriated by former President Fidel Ramos for the growing number of informal settlers in Metro Manila. 
When Ondoy hit, former President Gloria Macapagal-Arroyo ordered the relocation of residents from the same location.
The Aquino administration has since put a road dike in place to keep inhabitants safe.
In a phone interview with InterAksyon.com, head of the Municipal Engineering Department Engr. Ronald San Juan said the area was below water level, thereby resulting in floods.
"Talagang nasa shoreline ito ng Laguna Lake. Malalim talaga ito. Natatambakan pa ng basura at dumami na ang mga bahay," added San Juan.
("It is really situated on the shoreline of Laguna Lake. It is really deep. It has become a dumping ground for trash. The number of houses has increased, too.")

Home Along Da... not riles, nor river. But it seems like the latter.
He said the engineering department has been trying to improve public infrastructure for some time now. Roads, in particular, have already been put into place where there were originally none.
"Paunti-unti, sa abot ng makakaya." ("Bit by bit, as much as we can.")
Unfortunately, the municipality does not have enough to fund as many projects as he would like.
"Minsan nakakakuha sa national government ng kaunting grant para mai-develop. Pero ngayon walang pagkukunan dahil exhausted na ang funds, lalo na't third quarter na," he said.
("Sometime we are able to get money from the national government from grants. But we no longer have funds today, especially since we're already in the third quarter of the year.")
San Juan promised to send someone to inspect the area Friday to see what can be done.
As of press time, InterAksyon.com has not been able to contact him as they were told he was out in the field.

2 public schools in Taytay sitting on top of danger zone

MANILA, Philippines - Aside from the shortage of teachers and classrooms and seasonal floods, two public schools in Taytay, Rizal were found to be sitting on top of a potentially danger zone.
The two elementary schools in Lupang Arenda, Tipayan Elementary School and the Arenda Elementary School, are situated inside 270 hectares of land on the shores of Laguna Lake.

Tipayan Elementary School is always flooded while the more than 2,000 students of the adjacent Arenda Elementary School are cramped in just 14 classrooms so that the school has to schedule three shifts so they can be taught by teachers who are lacking in number.
But the greater danger lies in the fact that the area, where the schools are located, is already saturated in water which may cause liquifaction of the soil, and may pose real danger during an earthquake.

MALACAƑANG said the government has set up a road dike in some areas of Lupang Arenda in Taytay, Rizal to minimize or prevent further liquefaction and to keep the residents safe from any disaster.

Presidential spokesperson Edwin Lacierda issued the statement Monday amid reports that the entire 270-hectare Lupang Arenda in Taytay, Rizal, is unsafe for human settlement because of liquefaction.

Lupang Arenda was established when former President Fidel V. Ramos issued Proclamation 704 and opened some 200 hectares of public lands in protected wetlands to accommodate the growing number of illegal settlers in Metro Manila. The settlement lies along the shorelines of Laguna de Bay and the natural lake water egress to Manila Bay along the Napindan Channel.

"After Ondoy, former President Gloria Macapagal-Arroyo issued an Executive Order (EO) ordering the relocation of the families in Lupang Arenda. By that time there were already 50 thousand families occupying Lupang Arenda," Lacierda said.

Residents in Lupang Arenda were displaced when Typhoon Ondoy struck Metro Manila and nearby provinces in September 2009.

"The DENR (Department of Environment and Natural Resources) has assessed and continues to assess Lupang Arenda, as some parts of Lupang Arenda were not suffering from liquefaction. What we have done thus far is to set up a road dike to minimize or prevent further liquefaction," he said.

Lacierda said there are ongoing studies on Lupang Arenda to determine whether the site is safe or not for human settlement.

"The administration is fully aware of the situation in Lupang Arenda and once we have the final decision made, we will inform the public. And yes, we are very much concerned about avoiding another disaster in any area," he said. (SDR/Sunnex)

My Flyers Which I Got for Free
“Tobit, sikat ka na, may mga flyers na kumakalat sa munisipyo na naka-print screen ang facebook profile mo.”
Those words were my friends’ morning greeting to me when I entered our office. I actually don’t know what to feel since the scenario was still so vague as it also made  me  think if I had done anything wrong, since my conscience clearly says that there is none. They then explained to me that it was about my facebook post saying “Joric, humanda ka. Nakikita mo ba tong mga papel na to? Para sa’yo to. It’s Payback time” while flashing an angry face and a bunch of papers on my hand. I then started to become conscious of how I looked on that picture more than the thought of ‘what’s the big deal out of that post?’ It is simply because, I know that what I posted was the truth. The ‘bunch of papers’ on my hand is the compilation of all the administrative complaints filed by the people against our municipal mayor and that indeed is really, ‘payback time’.
I apologize if the language I used in that post is in anyway foul or obscene. I was angry then, very much angry. And who would not be?
The Complaints that gained Complaints
Earlier that day, I was tasked to compile all the complaint materials to be filed by our barangay against the municipal mayor. It was a task I’d been wanting to do for so long since what we had experienced from the municipal mayor is something that we should not be quiet about. As I gather them and as I stare at these facts, I began to feel this anger.
Here are the lists of the complaints and I want you to judge as objective as you can, if the actions done by the municipal mayor was morally right or wrong,  politically correct or wrong or simply, just or unjust.
a.) The Taking Over of the Liga ng mga Barangay Office at the Municipal Hall
Having been elected as the Liga president, Barangay Chairperson Joselito Calderon, a known oppositionist, becomes an automatic ex-officio member of the Sangguniang Bayan. Immediately after the election for the said post dated December 7, 2010, Mayor Gacula, through the building administrator Eleno Tolentino, declared that the ABC office would now be used by the Municipal Health Clinic. This became an issue in the Sangguniang Bayan as Vice Mayor Janet Mercado stated in one of her privilege speeches, the unfairness of this act as she also questioned the grounds for this decision. The Sangguniang Barangay also wrote a letter to Mayor Gacula and to Mr. Tolentino to ask for the ABC office’s ownership. The office of the mayor through Mr. Tolentino reiterated their decision of not having the ABC office in the municipal hall.
The Sangguniang Barangay went to the MLGOO-DILG officer, Ms. Myrnalyn Tomas to seek assistance regarding this case. She told us that Mayor Gacula called to inform her that he  will be transferring the DILG office  to the supposedly office of the ABC. She said that she declined the offer, only to find out the following day that they are already transferring their things to the said office.
b.) The Forced Take Over of the Barangay Health Center
A few days after the first incidence, December 23, 2010, Municipal Health Officer Dr. Gerardo Camba together with at least 20 police swat headed by Taytay PNP Chief Col. Arthuro Masungsong went to the barangay to get the supplies, equipments, furniture and medicines without prior notice or even a letter to the barangay that they will be doing such act. The team, headed by Dr. Camba said that it was an order coming from Mayor Gacula and that they have the right to collect those properties since the health center itself belongs to the “municipality”. Concerned citizens of the barangay barricaded the truck that contains the collected properties as a sign of their protest for this action, but due to the police swat that was present, Dr. Camba’s team proceeded with the command to get all these properties (See amateur video documentation of the incident at: http://www.youtube.com/watch?v=tSi-gSSFSEc&feature=player_embedded).
To date it has been found out that these properties were transferred after a month, at the vicinity of Benjamin B. Esguerra Memorial National High School. The municipal government said that it is now the location for the new barangay health center, which gained criticisms from the people since the new location is not easily accessible and is not physically conducive for proper health care service. A lot of complaints also arise due to the fact that this new health center was not able to provide vaccination to some children.
To date, the Sangguniang Barangay has been able to provide quality health care services through the outpouring help of volunteer nurses and doctors.
c.) Forceful Take Over of Purok Halls and Barangay Annexes and Issues of Political Harassment
Early January of this year, Mayor Gacula issued certifications in the area of Lupang Arenda of this barangay, stating that certain properties such as the basketball court, day care center and barangay outpost and annexes are owned by the municipal government of Taytay since it was constructed under his administration. This certifications disabled the barangay employees to enter their work places since majority of these offices were padlocked.
Due to this claim, an incident happened on the 25th day of the same month wherein the Secretary of the barangay, Mr. Danilo Paz was forcefully arrested while he was inside the halls of Purok 1, Lupang Arenda. Sec Danny is already 65 years old and he was accused and initially charged with trespassing, resisting arrest and insubordination among others for being inside a hall that the municipal mayor claims to be his.
d.) The Establishment of a Questionable Executive Order: An Abuse of Authority
The Sangguniang Baragay received a letter dated May 25 of this year to inform the barangay of an executive order he had ordered to create the TASK FORCE ALARM (Alliance of Lupang Arenda Reinforcement Movers) and CDPSO (Community Development and Public Safety Office). The EO has been created, according to Mayor Gacula, “to act as the enforcement arm of the municipality’s peace keeping power” in the area, thus duplicating the task of the barangay’s security enforcement in Lupang Arenda as it also becomes disadvantageous to the municipal government since the appointment of their assigned people would require budget for honorariums and other physical structures needed. More importantly, this act has created social boundaries and confusion among the citizens in Lupang Arenda. According to the purok chairpersons assigned at Lupang Arenda, the task force ALARM also enabled Mayor Gacula to assign Purok Chairpersons, by-passing their roles as assigned by the barangay. ALARM appointed Chairperson Avelino De Las Alas also assigned these certain “Coordinators” per purok that duplicates the duties of the purok Chairpersons assigned by the barangay.
In the same letter dated May 25, Mayor Gacula demanded that the barangay should vacate the Arenda extension hall so that it may be used by the Task Force ALARM. He even claimed in the same letter that that barangay extension hall is the property of the “municipality”. The Sangguniang Barangay immediately responded to oppose the demand letter with evidences that the barangay has been paying for the electricity bill of the said extension hall for the past years. To date, the barangay has not yet received any response from the side of the Mayor.
For once may I remind you, our dear public officials, that  the municipality you are referring to is not just you— it includes US, the people you are supposed to be serving. The money used to build those government properties were hard earned money of the tax payers and you have no right to claim it and name it after yourselves.
These are just few of the many things Barangay Sta. Ana has been hurdling in its less than a year of service. This is what you get when you go against the flow, when you try so hard to stick with your principle and when you value the truth more than the frills you may have if you dared to live with lies.
A lot of people are telling me to stop doing this— to stop throwing statements against the administration, to stop tweeting against them, to stop telling these things to the people. I actually thought that they do not believe me but it surprised me when they told me that they are just afraid of the possible consequences of stating the truth and so they choose to remain silent about it.
I was not born yet when martial law was imposed in this country but we had been discussing it since grade school. My elementary teachers also told us that “History repeats itself”, I did not understand it then not until now that I see history happening again. This time, I hope that we won’t be needing a Ninoy to offer his life to break the chain, I am simply just hoping, for all good people to come together, to speak out, to be vigilant and to do something for the better good.
 Sawa na akong marinig sa mga tao na, “naiipit ako”, “natatakot akong mawalan ng trabaho”, “wala akong magawa”, “hayaan na lang natin sila” and so on and so forth. If you know what is right, then you shall do your best to do it. No what if’s, No buts.
“For evil to triumph is for the good people to do nothing.”

NEW EO PRESSED FOR ARENDA SETTLERS

TAYTAY, Rizal — The local government asked Malacanang to seriously consider the issuance of a new executive order that would finally legitimize the settlement of some 50,000 families, who have been living in Lupang Arenda for the last 13 years.

In a statement, Taytay Mayor Joric Gacula urged Pres. Noynoy Aquino to issue his version of Proclamation 704-1995, which declares the 80-hectare Lupang Arenda in Barangay Sta. Ana as resettlement area amid findings of the Department of Environment and Natural Resources (DENR), which states that Lupang Arenda is suitable for habitation.

Gacula explained that the fact that the 50,000 families have been living at the Lupang Arenda for the last 13 years, renders them as ‘legitimate’ settlers under the Urban Development Housing Act (UDHA).

The local chief executive added that the executive order that was issued by former Pres. Arroyo, (which has earlier been repealed amid DENR study, findings and recommendations) resulted in serious repercussions in the socialized housing area, one of which is subjecting residents to fear of a possible eviction anytime.

“These families have been there even before many of us were made aware of the existence of Lupang Arenda. They are legitimate settlers and not squatters as what EO 854 refers them. Aside from the fact that the government does not have a viable place that would fit them all in one place, eviction and transfer of these families would displace them from work and livelihood”, Gacula said in his statement.

He however admitted that the area is flood prone, but only because the road dike has yet been fully completed. The road dike is a government flagship project designed to seal of the entire Laguna de Bay and keep its water from spilling into the surrounding towns.

Gacula added that the local government in cooperation with the national government has been implementing infrastructural works that would alleviate the perennial problem of floods not just in Lupang Arenda but in all the localities surrounding Asia’s second largest freshwater basin.
